The real format
Pennsylvania publishes its test format. We use it.

Official, published by PennDOT. PennDOT's own manual page states the format: the knowledge test is 18 multiple-choice questions, and 15 correct answers pass. Fail it and you can retake it the following business day. Like Ohio and unlike California, Pennsylvania publishes these numbers officially, so no reported-counts caveat is needed here.2

We wrote more questions than we shipped. Two independent verification passes checked every question against the manual itself, and a third reviewer judged them as test items; anything unprovable or weak was deleted, not patched.

Where Pennsylvania stands
Live, and checkable
Pennsylvania is live. Its bank was written in our own words from the official PA Driver's Manual, verified by two independent review passes that each pinned every question to its exact manual page, and audited before launch by a third independent pass that re-checked a random sample page by page against the official PDF. Practicing here is free, and every answer shows its proof.
